If you have spent time in Prishtina, Ferizaj or Peja, you have probably seen the exCoins name on a shopfront or on an ATM at a HIB Petrol station. This review collects what can be verified publicly about the operator as of 20 October 2026: where its points are, what they cost, what its website says and leaves out, and where it stands on the Central Bank’s list. We do not go beyond those facts.

What exCoins is and what it offers
exCoins calls itself “Your Local Crypto Exchange”: a walk-in network. Its main office is at Ali Kelmendi 72 in Prishtina. At its offices you can buy and sell crypto for euros; at its ATMs you can buy with cash and, at some machines, sell.
The excoins.me website mentions “10+” coins. The ones we saw listed are BTC, ETH, USDT, XRP, TRX and LTC. The site is in English only, which is a practical point for an operator whose customers are mostly local: the terms, the FAQ and the converter are not available in Albanian. We found no information on the site about a licence, identity rules () or transaction limits.
Sponsored articles in online media describe exCoins with claims such as “over 11 years of experience” and “the lowest fees”. We have not verified those claims and do not treat them as facts. Below, we compare only the figures anyone can check.
The 13 offices: where they are and when they open
exCoins has two offices in Prishtina (Ulpianë and Tophanë), two in Ferizaj, and one each in Gjilan, South Mitrovica, Kamenica, Podujevo, Prizren, Lipjan, Fushë Kosovë, Peja and Gjakova. Most open Monday to Saturday, from 09:00 to 17:00 or 18:00. The Tophanë office stays open until 19:30, while Gjakova closes earlier on Saturdays, at 16:00. None open on Sunday.
In Peja, Gjakova, Mitrovica, Podujevo, Lipjan and Kamenica, CoinPrime, the only licensed operator, has no office. If you live there, the practical choice is not between two offices but between a local office and another route, such as buying online or travelling to Prishtina or Ferizaj. Town-by-town details are on our crypto map of Kosovo.

Not on CBK listThe 5 ATMs, mostly at HIB Petrol stations
exCoins runs five ATMs made by General Bytes. One is at Maxi 24 on Rruga B in Prishtina; the other four are at HIB Petrol stations: Kalabria near the Prishtina bus station, Bibaj on the Ferizaj–Gjilan road, the Prizren–Suhareka road in Prizren, and Zahir Pajaziti street in Peja. The HIB Petrol tie-up was announced in February 2024 in a sponsored article; Coin ATM Radar lists the Prizren machine as installed on 24 February 2024.
That announcement also mentioned ATMs in Gjakova and Gjilan. We could not confirm either as of 20 October 2026, so we don’t list them. If you are in Gjakova, the nearest verified ATMs are in Prizren and Peja.
The ATMs sell BTC, ETH, LTC and USDT. According to Coin ATM Radar’s listing for the Maxi 24 machine, you can sell BTC and LTC there. At the Peja machine, selling is unconfirmed. The FAQ on the exCoins website says you can use the ATMs without an account with the operator.

At an exchange office or ATM, the cost rarely shows up as a separate “fee”. It usually sits inside the rate as a . For exCoins, two sources give checkable figures: the converter on the operator’s website and the Coin ATM Radar listing.
| Where | Cost | On €200 | Source |
|---|---|---|---|
| Office (website converter) | 2% | ≈ €4 | excoins.me |
| ATM, buying | ≈4.8% + fixed fee | ≈ €9.60 + fixed | Coin ATM Radar |
| ATM, selling | ≈5.2% + fixed fee | ≈ €10.40 + fixed | Coin ATM Radar |
| Online platform, for comparison | ≈0.1–0.25% | ≈ €0.20–0.50 | Platform fee tables |
The fixed ATM fee is not published in the sources we saw; it appears on screen before you confirm. For ATM limits, the Coin ATM Radar listing gives three tiers: no verification up to €500, SMS verification from €500 to €1,000, and full KYC above €1,000. exCoins does not publish these limits on its own site, so treat them as a guide.
On these numbers, buying €200 of Bitcoin at an office costs about €4 in commission, and about €9.60 plus the fixed fee at an ATM. On an online platform funded by transfer, the trading cost would be under €1, but you would need to add your bank’s transfer fee or a card fee. The full comparison of routes is in crypto exchange offices in Kosovo and Bitcoin ATMs in Kosovo.
Licence status: what we know and what we don’t
Law No. 08/L-295 on Crypto-Assets and the regulation of the Central Bank of the Republic of Kosovo (CBK) on licensing crypto-asset service operators require a licence for anyone exchanging crypto for euros in Kosovo, ATMs included. The regulation took effect on 29 November 2025, and the application deadline was 1 March 2026. According to the CBK’s notice, carrying on this activity without a licence after that deadline is a violation.
On the CBK’s lists of licensed financial institutions dated 9 July and 15 October 2026, the only crypto-asset service operator is CoinPrime SH.P.K., based in Ferizaj. exCoins is not on these lists. Whether exCoins has applied for a licence, or has an application under review, is unconfirmed; the regulation gives the CBK up to 60 working days to decide on a complete application. When the list changes, we will update this page.
If exCoins has documented information that changes this picture, such as a licensing decision, its representatives can write to us through our contact page, and we will update the page once we have verified it. The full legal framework is covered in is crypto legal in Kosovo.

When an exchange office fits, and the alternatives
A walk-in office makes sense when you want to pay cash, talk to someone in person, and the amount is under €1,000. The exCoins network reaches towns where CoinPrime has no office, such as Peja, Gjakova, South Mitrovica, Podujevo, Lipjan and Kamenica. It also offers XRP and TRX, which we did not see at CoinPrime’s ATMs or offices.
If dealing with an operator on the CBK list matters to you, today that means CoinPrime, with five offices and three ATMs across Prishtina, Ferizaj, Gjilan, Prizren and Fushë Kosovë; see our CoinPrime review. For larger amounts, or if you don’t need cash, an online platform usually costs less; how to buy Bitcoin in Kosovo takes you through it step by step. If you want to sell, the routes to euros are compared in how to cash out crypto in Kosovo.
Whatever you choose, one rule always holds: never send coins to an address you have not checked twice, and never meet unknown “sellers” with large amounts of cash. Real local cases are in crypto scams in Kosovo.
